The Federal Trade Commission mandates that all new devices display the AFUE at which they operate so that consumers can easily compare their furnace, boiler and tank water heater options.

The AFUE is a ratio comparing the heat output of your furnace, boiler or tank water heater over the course of a year against the amount of fossil fuel energy that it consumes. If the AFUE of your tank water heater is 85%, then, that means that 85% of the fuel used is actually utilized to heat water, while 15% is wasted. This ratio is specific to the tank water or heating system itself, and does not take into account any energy wasted by ductwork or air leaks.
